The installation of hardened gates as recommended by the <br /> VA requires the restriction of vehicle access from the south to the North Shore <br /> Recreation Site and the Pilchuck Entry Site. Access to Sites 8 and 7 will remain <br /> accessible to hikers, off-road vehicle (ORV) users, mountain bikers, and <br /> equestrians via the gated PK-ML Road. <br /> The proposed amendments to the Recreation Plan are necessary to comply with <br /> the recommendations of the VA, and substantially increase the Jackson Project's security. <br /> The two locked gates on the 56000 Road leading to Culmback Dam from both the north <br /> and south sides of the reservoir are substantial enough to slow down any attempt to enter <br /> the restricted area, and achieve the benefits identified in the VA.12 Specifically, the gate <br /> restrictions improve the deterrence capabilities and minimize the level of risk to critical <br /> assets of the Jackson Project. The PUD plans to add remote sensing to the gates, which <br /> will give the powerhouse operators an earlier warning of any unauthorized intrusion. The <br /> delay in entry caused by the gates, as well as the early warning and surveillance will give <br /> the PUD additional lead time in responding to an unauthorized intrusion and, as indicated <br /> by the VA, would have value in minimizing risk to the Jackson Project by detection, <br /> assessment and delay.l3 <br /> 12 VA at 6-2. <br /> 13 Id. at 8-1. <br /> 4 <br />
