The installation of hardened gates as recommended by the VA requires the restriction of vehicle access from the south to the North Shore Recreation Site and the Pilchuck Entry Site. Access to Sites 8 and 7 will remain accessible to hikers, off-road vehicle (ORV) users, mountain bikers, and equestrians via the gated PK-ML Road. The proposed amendments to the Recreation Plan are necessary to comply with the recommendations of the VA, and substantially increase the Jackson Project's security. The two locked gates on the 56000 Road leading to Culmback Dam from both the north and south sides of the reservoir are substantial enough to slow down any attempt to enter the restricted area, and achieve the benefits identified in the VA.12 Specifically, the gate restrictions improve the deterrence capabilities and minimize the level of risk to critical assets of the Jackson Project. The PUD plans to add remote sensing to the gates, which will give the powerhouse operators an earlier warning of any unauthorized intrusion. The delay in entry caused by the gates, as well as the early warning and surveillance will give the PUD additional lead time in responding to an unauthorized intrusion and, as indicated by the VA, would have value in minimizing risk to the Jackson Project by detection, assessment and delay.l3 12 VA at 6-2. 13 Id. at 8-1. 4
