RESOLUTION NO. 5684 OPle%6"mon a <br /> A RESOLUTION Authorizing the Snohomish County PUD <br /> To File or Cause to be Filed on the City of Everett's behalf with the <br /> Federal Energy Regulatory Commission an Application for <br /> Non-Capacity Related License Amendment to Remove a Certain <br /> Transmission Line From the Jackson Hydroelectric Project License <br /> WHEREAS, construction of the Jackson Hydroelectric Project (the "Project") included, <br /> among other things, a switchyard adjacent to the Powerhouse and a single-circuit 115 kV <br /> transmission line(the "South Line") connecting the switchyard with the Sultan <br /> Substation and other portions of the PUD's "Jackson Loop"; and <br /> WHEREAS, as a result of transmission system improvements in the east county area <br /> involving the Jackson Loop, the South Line is now an element of single-circuit 115 kV <br /> transmission lines that, among other things, move power from or around the Project, <br /> including power from the Bonneville Power Administration or Puget Sound Power and <br /> Light Company, in order to improve area system reliability and adjust to changing loads; <br /> and <br /> WHEREAS, the"South Line" is no longer a"primary line" for the Project as defined in <br /> 16 U.S.C. § 796(11) since it is not used solely for transmission of power from the Project, <br /> but is instead a segment of the larger Jackson Loop. Under applicable law, only"primary <br /> lines" for a project require licensing, and as a result the entire 3.79 mile length of the <br /> South Line should be removed from the Project License, <br /> NOW, THEREFORE,BE RESOLVED BY THE Everett City Council as follows: <br /> 1. The Snohomish County PUD is hereby authorized to sign and file with the <br /> Federal Energy Regulatory Commission on the City of Everett's behalf a cover <br /> letter and"Application for Amendment of License to Delete Certain Non- <br /> Jurisdictional Transmission Facilities From License," substantially in the form <br /> attached hereto as Exhibits A and B,respectively.
