A general water and filtration rate increase of ten percent in 2006, five percent in 2007,and five <br /> percent in 2008 for both wholesale and retail customers is needed to cover cost of operations and maintenance as well <br /> as fund needed capital projects. Utilities staff has been working closely with wholesale water customers regarding <br /> water system capital improvements and connection charge for all new system customers.
