The apparent low bid was submitted by Prospect Construction, Inc.,of Auburn,WA, in <br /> the amount of$1,407,109.38. <br /> RCW 35.22.650 requires bidders to actively solicit quotations from disadvantaged business enterprise (DBE) <br /> subcontractors and to submit evidence of compliance with the bid. Prospect Construction,the apparent low <br /> bidder, failed to submit any evidence of solicitation of DBEs. Staff therefore recommends Prospect <br /> Construction be disqualified and that Council award the contract to the second lowest responsive,responsible <br /> bidder,Award Construction, Inc., of Bellingham,WA, in the amount of$1,504,442.01. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Disqualify the apparent lowest bidder,Prospect Construction, for failure to comply with RCW 35.22.650 and <br /> award the contract for the Transmission Line No.2, Phase 8-A Replacement Project to the next lowest, <br /> responsive,responsible bidder,Award Construction,in the amount of$1,504,442.01. <br /> 7 <br />
