2 <br /> PROJECT INFORMATION <br /> The transit center will be designed to accommodate up to six articulated sixty-foot transit <br /> vehicles and will include accessible features, a security/surveillance system, storm drainage <br /> system, landscaping, lighting, and adjacent traffic signal/roadway improvements and <br /> environmental mitigation that may be required based on the project's traffic analysis and <br /> environmental analysis, respectively (which are part of this scope of work). <br /> This environmental analysis and documentation work includes complying with SEPA and <br /> NEPA requirements. The 30% design documentation will also include community input from <br /> the surrounding neighborhoods,the City of Everett (COE) and other stakeholders. COE <br /> shall have the option to award the second phase of the design project(final design, <br /> construction documentation and construction observation as needed)to the Consultant. The <br /> entire project budget through final design and construction is approximately$3.2 million. It <br /> is anticipated that construction documentation will be complete by the end of 2005. <br /> Construction is targeted to begin in the 2nd quarter of 2006. <br /> Everett Community College will construct a new building adjacent to the project site. The <br /> building is scheduled to be operational September 15, 2006. This project, the North Everett <br /> Transit Center,is scheduled to be completed by this date. <br /> SUBMITTAL OF QUALIFICATIONS (SOQ) <br /> The Consultant team must have strong and successful experience with the following (please <br /> list specific roles of team members when noting experience in past projects): <br /> • Strategic,practical, and successful experience as a prime consultant in <br /> developing projects being submitted for Federal Transit Administration (FTA) <br /> funding. <br /> • Proven track record in submitting FTA packages with successful outcomes <br /> • Positive working relationships with FTA technical staff, at regional levels <br /> • State of the Art knowledge and demonstrated experience in project planning <br /> and engineering <br /> • Experience in traffic and safety analysis <br /> • Demonstrated expertise in capitol cost estimation and operating & <br /> maintenance (O&M)cost estimation <br /> • Demonstrated expertise in scope management, schedule adherence, cost <br /> control,risk assessment and productivity <br /> • Demonstrated expertise in developing projects that comply with the <br /> Americans with Disabilities Act (ADA) as it regards to accessible transit <br /> • Experience in similar transportation planning and design projects, <br /> specifically with college campuses <br /> • Experience in working with diverse clients and complicated settings <br /> • Experience in public involvement and stakeholder input in a public education <br /> environment <br /> b <br /> SCOPE OF SERVICES,PAGE 3 OF 17 <br />
