Snohomish County and the cities within the county have worked together through <br /> Snohomish County Tomorrow(SCT)to develop countywide planning policies that address housing <br /> and fair share allocation issues.The goal of the Fair Share Housing Allocation, according to <br /> Countywide Planning Policy HO-4,is "to prevent further concentration of(low-income and special <br /> needs)housing into only a few areas.”In order to develop a fair share housing methodology as <br /> prescribed by the countywide planning policies,the Planning Advisory Committee(PAC), a SCT <br /> advisory group comprised of planning directors from all the jurisdictions in Snohomish County, <br /> formed a fair share housing allocation subcommittee. A methodology subcommittee of the PAC met <br /> in June and July 2004 to consider the validity and useful application of the model.The following <br /> summary provides an overview of the fair share Methodology and Guidelines(a.k.a. Technical <br /> Paper). <br /> Fair Share Methodology <br /> The Fair Share model distributes low-and moderate-income(low/mod)housing needs equitably <br /> among the cities and unincorporated county. That is,low/mod households paying more than 30%of <br /> their income on housing are totaled and their numbers allocated to each jurisdiction proportionally, <br /> with adjustments for the location of lower-income jobs,existing low-and moderate-cost housing, and <br /> growth forecasts.' The object of the methodology is to inform all jurisdictions of their"fair share"of <br /> housing for the number of low/mod households who presently or would be projected to overspend on <br /> housing. In other words,the model redistributes the "fair share" of housing need for which each <br /> jurisdiction should plan. The total fair share housing allocation includes both existing and projected <br /> housing needs.The allocations by jurisdiction are listed on the attached Appendix A. <br /> Housing is considered affordable when a household pays less than 30% of its gross income for <br /> Readers may note that distributing unmet need is slightly different conceptually from the fair share goal of <br /> HO-4. <br /> 9 <br />
