DEFINITION: HOUSEHOLDS WITH HOUSING NEEDS include all 2000 Snohomish County <br /> households whose incomes were less than 95% of county median household income($50,000)and <br /> paid more than 30% of their gross household income for gross housing costs. <br /> Column A: EXISTING(2000)HOUSEHOLDS WITH HOUSING NEEDS is the U.S. Census <br /> estimate of the number of households meeting the housing needs definition in each jurisdiction in <br /> 2000. It provides the base upon which the fair share of existing households adjustment is made. <br /> Column B: The FAIR SHARE OF EXISTING(2000)HOUSEHOLDS WITH HOUSING NEEDS <br /> adjustment is based on the U.S. Census estimate of the number of households with housing needs in <br /> each jurisdiction in 2000(Column A),multiplied by two mathematical factors. These two factors give <br /> credit for the jurisdiction's existing low cost housing stock as well as provide a linkage between the <br /> volume of low paying jobs within,and adjacent to the jurisdiction and the supply of affordable <br /> housing. <br /> Column C: The FAIR SHARE OF PROJECTED(2000-2025)HOUSEHOLDS WITH HOUSING <br /> NEEDS calculation is based on each jurisdiction's 2025 forecast population,adjusted by an estimate <br /> of the additional number of households with housing needs and the projected number of low paying <br /> jobs within and adjacent to the jurisdiction. <br /> Column D: The FAIR SHARE HOUSING ALLOCATION is the sum of each jurisdiction's Fair <br /> Share of Existing Households with Housing Needs and its Fair Share of Projected Households with <br /> Housing Needs. Column E shows each jurisdiction's share of the countywide Fair Share Housing <br /> Allocation. <br /> The Fair Share Housing Allocation represents the number of low and moderate income households <br /> for which each of the respective jurisdictions should plan. According to WAC 365-195-070(6), <br /> planning for low and moderate income households with housing needs will likely include "some <br /> combination of appropriately zoned land,regulatory incentives,financial subsidies, and innovative <br /> planning techniques."The fair share methodology assumes that the housing needs of middle and <br /> upper income households will be provided by the private market working with an adequate supply of <br /> appropriately zoned,developable land. <br /> Accepted by SCT Steering Committee, [date]. <br /> 14 <br /> 6 <br />
