• <br /> RESOLUTION NO. <br /> A RESOLUTION ADDRESSING COUNTY-WIDE PLANNING POLICY HO-4 <br /> REGARDING FAIR SHARE HOUSING ALLOCATION OF LOW-INCOME HOUSING <br /> IN THE UPDTE OF THE CITY OF EVERETT <br /> GROWTH MANAGEMENT COMPREHENSIVE PLAN. <br /> WHEREAS, the Growth Management Act (GMA) requires the housing element of each <br /> jurisdiction's comprehensive plan to make adequate provision for existing and projected needs of <br /> all economic segments of the community (RCW 36.70A.070(2)(d)); and <br /> WHEREAS, Snohomish County-wide Planning Policy HO-4 requires cities and the <br /> County to prevent further concentration of low-income and special needs housing into only a few <br /> areas; and <br /> WHEREAS, GMA requires city and county comprehensive plans to be consistent with <br /> the countywide planning policies; and <br /> WHEREAS, Snohomish County Tomorrow, the inter jurisdictional forum for <br /> coordination of planning efforts among local governments in Snohomish County, has developed <br /> a methodology for estimating existing and projected 2025 unmet housing needs (households <br /> paying more than 30% of their household income for housing) by jurisdiction; and <br /> WHEREAS, the methodology was initially developed in the mid-1990's and attempts to <br /> make adjustments for cities that have a disproportionate share of low-income housing stock in <br /> relation to the rest of the county; and <br /> WHEREAS, the fair share housing allocation model is complex, the methodology is not <br /> accepted by all of the cities within the county, and the target number of households with unmet <br /> housing need is not easily understood; and <br /> WHEREAS, other counties have used different models to address low income housing <br /> needs on a countywide and local jurisdictional basis that are more easily understood and for <br /> which the results of planning efforts are more readily monitored and understood; and <br /> WHEREAS, cities and Snohomish County are in the process of conducting the 10-Year <br /> update of their comprehensive plans and it is not timely to abandon the fair share housing <br /> allocation model and develop a different model at this time; and <br /> WHEREAS, the City of Everett is concerned that there is not sufficient time to develop a <br /> new model in this cycle of comprehensive plan updates to adequately address the need to provide <br /> for low income households within each city and in unincorporated areas; and <br /> 7 <br />
