The chances for annexation will be greater if lands within the <br /> unincorporated parts of Everett's Planning Area are developed under City standards. The County and its <br /> cities have been working to develop agreements whereby cities would take on a greater role for planning <br /> within each city's unincorporated urban growth area. Planning responsibilities may range from the County <br /> adopting a city's land use plan and regulations to a city taking the lead in issuing land use and building <br /> permits. <br /> The attached resolution declares the City of Everett's intent to explore with Snohomish County opportunities <br /> for the City to have more control over land use and permitting within the unincorporated portion of the urban <br /> growth area. Staff anticipates that the next step would be an interlocal agreement between the City and <br /> County including details for how the responsibilities of planning and permitting responsibilities will be <br /> shared. <br /> RECOMMENDATION (Exact action requested of Council): Adopt resolution declaring Everett's intent to <br /> share planning responsibilities with Snohomish County within the unincorporated portions of the City's <br /> Urban Growth Area. <br /> 25 <br />
