2. The tem] manufacturing shall have the meaning assigned it in RCW 82.61.010. "Manufacturing" means all activities of a commercial or industrial nature wherein labor or skill is applied, by hand or machinery, to materials so that as a result thereof a new, different, or useful substance or article of tangible personal property is produced for sale or commercial or industrial use and includes the production or fabrication of specially made or custom-made articles." 3. The term research and development shall have the meaning assigned it in RCW 82.61.010. "Research and development"means the development, refinement, testing, marketing, and commercialization of a product, service, or process before commercial sales have begun." Certification/Designation To certify, the project must meet or will meet the requirements as outlined above. Post Designation Assistance After the Director of the Department of Community, Trade and Economic Development designates the project as Project of Statewide Significance, the Office of Permit Assistance shall assign a project facilitator or coordinator to: (a) assist in the scoping and coordinating functions; (b) assemble a team of state and local government and private officials to help meet the planning, permitting, and development needs of the project; and (c) work with each team member to expedite their actions as related to the project. In addition and at the request of the applicant, the Office of Permit Assistance will assist the project applicant in determining regulatory requirements, processes, and permits applying to the project. This includes: (a) project facilitator assignment; (b) project scoping to address required permits, information needs, statutory or regulatory conflict, timing, agency coordination; and (c) coordination of negotiations between the Office of Permit Assistance, participating permit agencies (Federal, State and Local) to enter into a cost reimbursement agreement for the coordination of the permit processing. The project scoping will be completed within sixty days of the project applicant's request for a project scope. ramma Local Project Lead Counties and cities with projects designated as industrial projects of statewide significance • within their jurisdictions shall enter into an agreement with the Office of Permit Assistance and the project managers of industrial projects of statewide significance for expediting the ' completion of industrial projects of statewide significance. The agreement shall require: (a) Expedited permit processing for the design and construction of the project; (b) Expedited environmental review processing; (c) Expedited processing of requests for street,right of way, or easement vacations necessary for the construction of the project; and (d) Such other items as are deemed necessary by the office of permit assistance for the design and construction of the project. 34
