2. The tem] manufacturing shall have the meaning assigned it in RCW 82.61.010. "Manufacturing" <br /> means all activities of a commercial or industrial nature wherein labor or skill is applied, by hand or machinery, <br /> to materials so that as a result thereof a new, different, or useful substance or article of tangible personal <br /> property is produced for sale or commercial or industrial use and includes the production or fabrication of <br /> specially made or custom-made articles." <br /> 3. The term research and development shall have the meaning assigned it in RCW 82.61.010. <br /> "Research and development"means the development, refinement, testing, marketing, and commercialization of a <br /> product, service, or process before commercial sales have begun." <br /> Certification/Designation <br /> To certify, the project must meet or will meet the requirements as outlined above. <br /> Post Designation Assistance <br /> After the Director of the Department of Community, Trade and Economic Development <br /> designates the project as Project of Statewide Significance, the Office of Permit Assistance shall <br /> assign a project facilitator or coordinator to: <br /> (a) assist in the scoping and coordinating functions; <br /> (b) assemble a team of state and local government and private officials to help meet the <br /> planning, permitting, and development needs of the project; and <br /> (c) work with each team member to expedite their actions as related to the project. <br /> In addition and at the request of the applicant, the Office of Permit Assistance will assist the <br /> project applicant in determining regulatory requirements, processes, and permits applying to the <br /> project. This includes: <br /> (a) project facilitator assignment; <br /> (b) project scoping to address required permits, information needs, statutory or regulatory <br /> conflict, timing, agency coordination; and <br /> (c) coordination of negotiations between the Office of Permit Assistance, participating <br /> permit agencies (Federal, State and Local) to enter into a cost reimbursement agreement <br /> for the coordination of the permit processing. <br /> The project scoping will be completed within sixty days of the project applicant's request for a <br /> project scope. <br /> ramma <br /> Local Project Lead <br /> Counties and cities with projects designated as industrial projects of statewide significance <br /> • within their jurisdictions shall enter into an agreement with the Office of Permit Assistance and <br /> the project managers of industrial projects of statewide significance for expediting the <br /> ' completion of industrial projects of statewide significance. The agreement shall require: <br /> (a) Expedited permit processing for the design and construction of the project; <br /> (b) Expedited environmental review processing; <br /> (c) Expedited processing of requests for street,right of way, or easement vacations necessary <br /> for the construction of the project; and <br /> (d) Such other items as are deemed necessary by the office of permit assistance for the design <br /> and construction of the project. <br /> 34 <br />
