8 <br /> RESOLUTION No.: <br /> A RESOLUTION Adopting Henry M. Jackson Hydroelectric Project <br /> Relicensing Goal and Objectives <br /> WHEREAS, the City of Everett (the"City") and Public Utility District No.1 of <br /> Snohomish County, Washington (the"District")jointly hold Federal Energy Regulatory <br /> Commission("FERC") License No.2157 for the Henry M. Jackson Hydroelectric Project <br /> (the"Project"),which Project provides electric energy and public water supply for the <br /> Citizens of Snohomish County; and <br /> WHEREAS,FERC License No.2157 expires in 2011, and the City and the District have <br /> commenced activities preparatory for filing an application for a new Project License; and <br /> WHEREAS, prior to commencement of formal activities intended to result in the <br /> issuance of a new FERC License, City staff have requested guidance with regard to the <br /> City's desired outcome from relicensing and the objectives to be accomplished in <br /> achieving such outcome; and <br /> WHEREAS, the City Council has considered staff's request and the benefits and <br /> obligations attendant to responsible ownership of a public asset such as the Jackson <br /> Hydroelectric Project, in conjunction with the various legal and regulatory requirements <br /> of hydro project licensing imposed under federal and state law, <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF EVERETT THAT: <br /> That the Jackson Hydroelectric Project Relicensing Goal and Objectives <br /> statement attached hereto as Exhibit A and incorporated herein by this reference, shall be <br /> and is hereby adopted as the Goal and Objectives of the City of Everett, to govern <br /> generally all activities,negotiations and agreements entered into by the City of Everett <br /> for the relicensing of the Henry M. Jackson Hydroelectric Project. <br /> BE IT FURTHER RESOLVED that such Goal and Objectives shall be an expression of <br /> the intent and aspirations of the City of Everett,which shall be considered, applied and <br /> followed,to the extent reasonably possible under the circumstances. <br /> Council member introducing Resolution <br /> PASSED AND APPROVED this day of , 2004. <br /> Council President <br /> 36 <br />
