•
EVERETT CITY COUNCIL AGENDA Tl'bM COVER SHEET 1 1
PROJECT TITLE:
Agreement with Cocoon House Consent COUNCIL BILL#
for Water Conservation Audit Action Originating Department Public Works
and Retrofits First Reading Contact Person Debbie Faust
Second Reading Phone Number x7209
Third Reading FOR AGENDA OF 10/27/04
Public Hearing
Initialed by:
Department Head
CAA
Council President Apr,
Location Preceding Action Attachments Department(s)Approval
Amount Budgeted $119,000
Expenditure Required $5,270 Account Number(s):Utilities 401
Budget Remaining $85,099
Additional Required $0
DETAILED SUMMARY STATEMENT:
The City of Everett has a water conservation plan that is an element of its Comprehensive Water Plan. This
water conservation plan is implemented throughout the City's water service area. Water conservation audits
are one program in this plan. The City of Everett conducts water conservation audits and where applicable,
will reimburse businesses for the cost of certain water saving retrofits and equipment. These audits and
reimbursements are a budgeted program in the regional water conservation budget. A previous amount of
$28,631 for rebates for the Everett Clinic has already been brought before Council (on July 7,2004). This
amount, along with $5,270 listed above, equals the budgeted amount of$119,000.
The City of Everett has conducted an audit at Cocoon House. The $5,270 expenditure listed above is 100%
of the cost of replacement of toilets, aerators, showerheads and washing machines. The decision was made to
pay the full amount of the retrofit since we have the funds available in the budget, and the Cocoon House is a
non-profit organization and would have difficulty paying 50% of the costs. The estimated water savings that
will occur by replacing these items is 514 ccf(hundred cubic feet)per year. Based on the savings and the
avoided cost criteria in the Comprehensive Water Plan, these measures will be cost effective for the City.
RECOMMENDATION (Exact action requested of Council):
Authorize the Mayor to sign the Agreement between the City of Everett and Cocoon House for water
conservation audits and retrofits.
55
