12 • <br /> syr <br /> RESOLUTION NO. <br /> A RESOLUTION of the City Council of the City of Everett,Washington, finding a <br /> substantial need for using the 101% limit factor under Chapter 84.55 RCW with <br /> regard to the levying of regular property taxes and emergency medical services <br /> property taxes, and authorizing same to be used to fund the City General Fund and <br /> the Emergency Medical Services Fund <br /> WHEREAS,the City Council of the City of Everett is considering its budget for the <br /> calendar year 2005; and <br /> WHEREAS, the City Council, in the course of considering the budget for 2005, <br /> considers all sources of revenue and examines all anticipated expenses and obligations; <br /> and <br /> WHEREAS, RCW 84.55.0101 (Chapter 3, § 204; Referendum 47, § 204) requires that <br /> the Everett City Council make a finding of"substantial need" to set any increase in the <br /> regular property tax levy; and <br /> WHEREAS, increases in demands upon the resources of the City in the coming year <br /> require additional resources to provide services in the areas of fire prevention and <br /> suppression, law and justice, emergency medical, transportation, road repair and <br /> maintenance, parks and recreation, safe and clean neighborhoods, and to fulfill unfunded <br /> state and federal mandates; <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF EVERETT THAT: <br /> Section 1. The City Council of the City of Everett reviews the sources of funds for <br /> necessary City programs and services. <br /> Section 2. The City Council finds there is a substantial need for using the 101 percent <br /> limit factor under Chapter 84.55 RCW in setting the regular property tax levy. The <br /> elements of the substantial need identified by the Everett City Council include,but are <br /> not limited to, providing for the public health and safety as described in the 2005 <br /> Preliminary Budget. The finding of substantial need is further defined as including such <br /> increases in demands upon resources of the City in the coming year to provide services in <br /> the areas of fire prevention and suppression, law and justice, emergency medical, <br /> transportation, road repair and maintenance, parks and recreation, safe and clean <br /> neighborhoods, and the need to fulfill unfunded state and federal mandates. <br /> 8 <br />
