N public hearing was held on July 26, 1990, before the City of � H Everett Land Use Hearing Examiner ; and v�i WHEREI�3, after due consideration of the evidence elicited �v�i during the public hearing, the City of Everett Land Use Hearing Examiner made findinqs of fact and conditions and rendered a decieion on Auqust 17, 1990, to grant the Special Property Use �� permit with the following conditions: 1. One (1) additional fire hydrant must be installed which will provide the required fire flow of 1,750 GPM. It must be located within 200 driving feet distance from any of `� the building. All fire hydrants must be in service prior � to commencement of c�nstruction. I'� � 2. A portable fire extinguisher with a minimum UL Rating of 2A must be provided within 75 feet travel distance of all '..- .�) portions of each building during construction and prior o � � to occupancy. 3. The City Fire Department offers the following information j � on the possible storage of Ammonium Nitrate fertilizers in the proposed maintenance building addition: � (a) . As of July 1 , 1990, the Uniform Fire Code (UFC) , � � � Article 80, and the Uniform Building Code (UEC) , Chapter 9, as adopted and amended by the �tate of Washington, became effective. �� (b) . Both UFC Article 80 and UBC Chapter 9 deal with the storage, use and handling of hazardous � � materials,including the product Ammonium Nitrate. I (c) . Ammonium Nitrate is classified a Class 4 oxidizer � and a Class 3 Reactive material. as such, the storage, use and handlinq are classified by the UBC es a N-1 Occupancy. such use is not permitted within buildinqs of mixed uee. Storaqe of ammonium I nitrate mue,t therefore be in a separate building. Such b�ilding must be a minimum of 75 feet from any property line, including assumed lines of oth�r buildinqs on the same property. (d) , Any buildinq storing hazardous materials must I , apply for a Fire Department permit for such storage. The permit must be posted on the premises in a prominent location, and the building must be placarded at entrances with visible hazard � identificr+tion sign. I
