N <br /> public hearing was held on July 26, 1990, before the City of <br /> � H Everett Land Use Hearing Examiner ; and <br /> v�i WHEREI�3, after due consideration of the evidence elicited <br /> �v�i during the public hearing, the City of Everett Land Use Hearing <br /> Examiner made findinqs of fact and conditions and rendered a <br /> decieion on Auqust 17, 1990, to grant the Special Property Use <br /> �� permit with the following conditions: <br /> 1. One (1) additional fire hydrant must be installed which <br /> will provide the required fire flow of 1,750 GPM. It must <br /> be located within 200 driving feet distance from any of <br /> `� the building. All fire hydrants must be in service prior <br /> � to commencement of c�nstruction. <br /> I'� � 2. A portable fire extinguisher with a minimum UL Rating of <br /> 2A must be provided within 75 feet travel distance of all <br /> '..- .�) portions of each building during construction and prior <br /> o � � to occupancy. <br /> 3. The City Fire Department offers the following information <br /> j � on the possible storage of Ammonium Nitrate fertilizers <br /> in the proposed maintenance building addition: <br /> � (a) . As of July 1 , 1990, the Uniform Fire Code (UFC) , <br /> � � � Article 80, and the Uniform Building Code (UEC) , <br /> Chapter 9, as adopted and amended by the �tate of <br /> Washington, became effective. <br /> ��� <br /> (b) . Both UFC Article 80 and UBC Chapter 9 deal with <br /> the storage, use and handling of hazardous � <br /> � materials,including the product Ammonium Nitrate. <br /> I (c) . Ammonium Nitrate is classified a Class 4 oxidizer <br /> � and a Class 3 Reactive material. as such, the <br /> storage, use and handlinq are classified by the <br /> UBC es a N-1 Occupancy. such use is not permitted <br /> within buildinqs of mixed uee. Storaqe of ammonium <br /> I nitrate mue,t therefore be in a separate building. <br /> Such b�ilding must be a minimum of 75 feet from <br /> any property line, including assumed lines of <br /> oth�r buildinqs on the same property. <br /> (d) , Any buildinq storing hazardous materials must I , <br /> apply for a Fire Department permit for such <br /> storage. The permit must be posted on the <br /> premises in a prominent location, and the building <br /> must be placarded at entrances with visible hazard � <br /> identificr+tion sign. <br /> I <br />
