EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET v
PROJECT TITLE:
Award Construction Contract Consent COUNCIL BILL#
for Water Filter Plant Facility X Action Originating Department Utilities
Improvement Project to Low First Reading Contact Person John McClellan
Bidder Second Reading Phone Number 257-7214
Third Reading FOR AGENDA OF Oct. 13, 2004
Public Hearing
Initialed by:
Department Head
CAA
Council President
Location Preceding Action Attachments Department(s)Approval
Water Filter Plant Call for Bids Bid Tabulation Public Works,Utilities
Amount Budgeted $ 1,610,000
Expenditure Required $ 1,502,446 Account Number(s):
Budget Remaining $ 107,554
Additional Required - $ 0 -
DETAILED SUMMARY STATEMENT:
The Facility Improvement Project (FIP)was put out for public bids and bids were opened on Tuesday, the
28th of September. The City received six bid proposals for this project. The apparent low bidder was Hisey
Construction, of Bainbridge Island, Washington. The project includes the construction of a building to house
the existing bulk storage tanks for liquid alum and polymer, and associated equipment; and construction of a
new plant water pumping station. The amount of the low bid was $1,502,446 and the engineer's estimate
was $1,266,027 (including taxes). The department feels that this is a reasonable cost for the project, even
though the low bid is greater than the engineer's estimate. Factors contributing to this greater cost include a
steady and significant increase in building materials over the last year, particularly steel products, which
represent a higher than average portion of this project.
RECOMMENDATION (Exact action requested of Council):
Authorize Mayor to sign a contract with Hisey Construction for$1,502,446, including tax, for the
construction of the Plant Improvement Project at the Water Filter Plant.
S:\PComish\WORD\Councl AgrndaUM-WFP irnprov 10-13-04 DOC 1 ,
