In order to make a feasib;e building envelope on Lot 33, a buffer modification may <br />be necessary where the buffer is extended up to 25•feet beyond the top of slope. <br />Vegetation within this area has been severely altered in the past and is currently <br />dominated by invasive shrubs and weeds. In order to make the buffer more <br />functional for water quality and wildlife and to create a feasible building envelope <br />above the slope, a buffer enhancement plan is recommended. The invasive shrubs <br />and weeds would be removed in an area 10' to 25' from the slope, as determined <br />by the city, and replaced with a variety of native shrubs in exchange for reduction <br />of the buffer to the top of slope. This proposal would yield a net improvement in <br />the functions and values provided by the buffer and at the same time create a <br />feasible building envelope adjacent to Belvedere Avenue.
