Newman (April 17, 1997) advising the <br />removal of the majority of trees within the 50 foot wetland buffer. This recommendation <br />is based on the conclusion that the trees will become hazardous when resic'ential <br />structures are constructed on ' ots 2 and 3. The site contains numerous, second- <br />growth evergreen trees, many over 100 feet in height. After reviewing the letter and <br />performing a follow-up field visit, we determined that removal of all the trees within the <br />wetland buffer would potentially have an adverse impact on the wetland. This impact <br />was not addressed or anticipated in the prelimir.ary short subdivision approval issued <br />or April 3. Therefore, it will be necessary to provide a wetland buffer restoration plan, <br />prepared by a qualified wetland biologist, before the short subdivision may proceed to <br />final approval. At a minimum, the restoration plar must address the following elements: <br />• Provide an analysis of the functions and values of the stream and wetland as they <br />would be affected by the removal of trees within the buffer. Of particular concern <br />are storrnwater retention and habitat values; <br />• Replantiiig of the wetland huffer with nat�ve vegetation, including evergreen trees <br />provided at a re�lacement ratio of 2:1 an� a minimum of six feet in height; <br />• Replanting of the wetland buffer with nati�✓e shrubs/groundcover to replace <br />vegetation that is damaged during the logging activity; <br />• Provide recommendations for specific techniques that can be utilized duriny logging <br />activity that will minimize damage to veget�tion within the buffer; and, <br />• Propo�ed erosion and sedimentation control measures that will be implemented <br />during construction to protect the wetland and buffer. <br />CITY OF EVERETT <br />2930 Wetmore Avenue.
