DETERMINATION OF NON -SIGNIFICANCE <br />SERA #."7 <br />This Determination of Non -Significance shall expire one year from <br />the date it becomes final unless a completed building permit <br />application has been submitted within that time. A request for a <br />one-year extension of this Determination of Non -Significance may be <br />mado to the Planning Director prior to the expiration date. <br />DESCRIPTION OF PROPOSAL: The proposed action is the issuance of Public <br />Works permits to allow the construction of a 39 <br />stall parking lot on an approximately 19,000 <br />square foot lot which would be created through <br />a Binding Site Plan approval. <br />PROPONENT: William Finley III <br />Finley/Architects AIA <br />P. 0. The listed <br />requirements are placed in response to our review of this information: <br />MITIGATION REQUIRED BY EXISTING CODES AND ORDINANCES: <br />1. Prior to recording a lease for this site, the applicant must complete a <br />Binding Site Plan per Ordinance 1120-85. (SEPA Other Policies) <br />2. Street improvements to City Standard:+, including curb, gutter, and <br />sidewalk is required along the entire Bond Street frontage per <br />Ordinance 555-78 as amended. (SEPA Transportation Policies) <br />3. A landscape strip a minimum of 5 feet wide must be provided along the <br />entire Bond Street frontage, except for the driveway. Plantings must <br />consist of sufficient evergreen trees or shrubs a minimum of three feet <br />in height at time of pltzting to screen the parking area. A minimum of 5 percent of the parking area must be landscaped per <br />Section 19.40.050 of the Zoning Code and Section 1.13 of the Standards <br />and Specifications Manual.
