Larson from Findings of
Bui].ding Inspector dated April 12, 1977 J
Dear Members of the Board:

Please be advised t?at the undersigned represent Mr. an3 Mrs. !'
Dale Sabine of 115 IIridgeway, Everett, Washington, who operate
Thrifty Towing. ]3y this letter we are requesting that you,
the Board, reconsider your oral decision on the above referenced
appeal, at a special meeting to be called, prior to entering
your final written Findirgs and Decision, for several reasons.
First, the Sabi.nes are a little confused as to the full impact
and effect of your decision. It appears that your decision
may have the effect of prohi.biting citizens irom driving their ;
aommercial vehicles to their places of residence and from parking ,
these vehic].es on the city streets. In other words, Sabines
could not even drive their tow trucks to and from work as other
persons in the City of Everett often do.
Second, we believe that the Sabines were not afforded proper
and suificient notice of the proceedings on appeal before the
Doa.d and, thus, did not have an adequate opportunity to prepare
and present their case. While the a,ellant, Robert Larson,
probably had a duty to provide adequate notice to the Sabines,
neither he nor his attorney direcied any notie to them.
The only notice which the Sabines received was Prom the Assistant
City Attorney, who sent a letter dated Junc 2, 1977, as a courtesy
to Sabines, a copy of which is attached herato. Fiovever, the letter
from hlr. Cattle suggests that the Sabines ' a,ttendance is not
necessary, yet substantial rig]its of the Sabines were to be
.,.fected.
1

' - - -
