9. A landscape strip a minimum of 5 feet wide must be provided <br /> along the entire frontages between the street and the parking <br /> area, except for the driveway in compliance "with Section <br /> 19.40.050 of the Zoning Code and Section 1.13 of the Standards <br /> and Specifications Manual. In addition, the excess <br /> - riqht-of-way must be landscaped as shown on the site plan. The <br /> landscaping must consist of <br /> a. groundcover over a minimum of 75� of the area, and <br /> b. evergreen trees or shrubs a minimum of threa feet in height <br /> at time of planting to number at least 6 for each l0U square <br /> feet of required landscape area. <br /> The intent of this requirement is to provide screening of the <br /> parking area and to shield car lights from shining into the <br /> right-of-way. If berming of the planti.ng areas a minimum of <br /> one foot in height abova the level of the parkinq lot is <br /> provided, plant heights may be reduced to 2 feet. An <br /> Environmental Impact Statement is not required under RCW <br /> 43 .21C.030(2) (c) . This determination assumes compliance with state <br /> law and City ordinances related to general environmental protection <br /> including but not limited to right-of-way improvement requirements, <br /> drainage, etc. This decision was made after review of a completed <br /> environmental checklist and other information on file with the lead <br /> agency.
