FINA� DECLARATION OF NON-SIGNIF'ICANCE <br /> SEPA // 81-2 <br /> This Final Declaration of Nonsignifica�ce shall expire one year from <br /> date of issuance unless a completed building permit application has <br /> been submitted within that time. A request for a one year extension of <br /> this Final Dedaration of Nonsignificance may be made to the Planning <br /> Director prior to the expiration date. <br /> Description of Proposal: <br /> The proposed action is the issuance of building permits to allow the construction of a 5,088 sq. <br /> ft. commercial building for a pizza parlor at 2313 Broadway. The following factors were <br /> considered and the listed requirements were placed in response to comments submitted during <br /> our review of an Environmental Checklist for tfiis proposal. <br /> l. The site is zoned C-1, General Commerical Zone, which would allow the proposed use. <br /> 2. The site is presently vacant, two single family homes have been demolished and removed, <br /> some preliminary grading has occurred on site. <br /> �/J. Protective screening consisting of a greenbelt or planting strip or adequate solid fencing <br /> to effectively create a sight obscurring barrier shall be provided on the entire eastern <br /> edge of the property. Visual screening of the garage area must be provided. , <br /> �4. A minimum of five percent of the parking area shall be planted and landscaped, and <br /> landscape screening along the frontage on both Broadway and 23rd Streets must be <br /> provided as indicated on the preliminary site-plan. <br /> 5. Parks Department approval will be required for any landscaping placed on City right-of- <br /> way behind the sidewalk line. <br /> 6. A detailed drawing shall be submitted to the Public Works Department showing parking <br /> layout, landscaping, driveways, utilities, storm drainage, and all required improvements to <br /> the pubiic right-of-way. Public Works Department approval of these drawings is required <br /> before any permits are issued. All improvements shall be completad before the <br /> Occupancy Permit is issued. <br /> 7. City streets are to be kept clear of dirt and debris during construction. <br /> 8. During construction, all truck traffic to and from the site within the City of Everett shall <br /> be on arterial streets unless otherwise approved by tfie Public Works Department. <br /> 9. Participation in the cost to fund the North End Sewer 8ehefit Area is required. The <br /> approximate cost based on the preliminary information provided is $30.84/seat, as of <br /> January 29, 1981. The actual cost shall be computed by tlie Building Department per the <br /> ordinance in eifect at the time and according to the information provided on the approved <br /> plans on the date of permit issuance. <br /> 10. A temporary erosion control plan must be approved by Public Works prior to issuance of <br /> any permits. Reseeding of exposed earth is required within 30 days of completion of earth <br /> work. <br /> 11. On-site detention is not required. Drainage systems must be developed to collect storm <br /> water and transfer it to existing system by approved methods. <br />
