� <br />y <br />£INAL DECLAW+TION OF NON-SIGNIFICANCE <br />ABO-30 <br />�scription of Proposal <br />_.�c proposed action is the issuance of demolition and building permits to allow the <br />demolition of several strucY.uxas including a servi�.e station and single family residence, <br />and the construction of an approximately 2,300 sq. ft. restaurant. The following factors <br />vere considered and the listed requirements were placed in response to comments submitted <br />during our review of an Environmental Checklist for this proposal: <br />1. The site is zoned C-1, General ��ommez:ial Zone which would a].Iow this use. An occupied <br />single family residenCe, garage, large woo�i frame building an3 an operating service station <br />with associated pumps, tanks and equiprent c•urrently exist on the site. All are to be <br />demolished or removed. The balance of the site is mostly asphalt covered. The site is <br />contiguous to Eroadway, 25th St, and t'ne paved alley to the west, and is directly south of <br />a similar existing restaurant north of 25th St. <br />2. ]Sccess is proposed via Broadway with exists to the alley and Broadway. Standard <br />street improvements in conformance with City or3inances and aporoved by Public Works are <br />required on 25th Street. The north driveway to Broadway shall be signed "right turn only" <br />and the pavemcnt shall be marked with an arrow indicating right turn oply. 36 �a�rkin� <br />spaces are proposed. A total of 42 parking spaces are required. A variance mus e o tained. <br />3. Drainage shall be designed in conformance with the City's drainage ordinance. On <br />site d�tention with provision for oil and sediment removal is required. <br />. <br />4. Participation in the pzogram to fund the north end sanitary sewer interceptor is <br />required. <br />� A detailed drawing shall be submitted to the Public Works Department showinq <br />�:king layout, landscaping, driveways, utilities, storm drainage, and all required <br />improvements to the public right-of-way. Public Works Department approval of these <br />drawings is required before any permits are issued. All improvements shall be <br />completed before the Occupancy Permit is issued. <br />6. A landscape plan shall be submitted to and approved by the Planning Department <br />prior to th� issuance of building rermits. All parking areas fronting on a public ' <br />dedicated street shall be provided with a minimum of a 5-foot wide landscaped strip <br />along the entire street frontage, exclusive of driveways. A minimum of 5$ oP the total <br />parking area shall be provided in landscaping. <br />7. Specific sign plans for this proposal shall be approved by the Planning Department <br />prior to occupancy. <br />8. Existing underground fuel tanks shall be removed or filled in conformance with <br />Fire Department requirements. ' ' � _ � . � <br />�.
