This proposed project will compliment the Senior Center <br /> and reinforce its utilization. <br /> Conclusion: The project meets the City's plan for development of an Elderly � <br /> Housing Project in conjunction with and complimentary to the Senior Center. <br /> , 2. PRESERVATION OF PROPERTY RIGHTS: Other uses similar to the one <br /> proposed have very little negative impact on the community and do not require �, <br /> additional parking where public transportation is available. <br /> Conclusion: The variance is necessary to fulfill a need for Elderly Housing in the <br /> � area and would not have negative impacts on surrounding properties. <br /> 3. PUBLIC WELFARE: The variance will allow a 103 unit Elderly Housing Project <br /> � to be constructed to fulfill a necessary ho`using need in the Community. � <br /> Condusion: The Everett voters overwhelmingly approved a bond issue to nelp <br /> ! fund this project which signifies a public welfare. <br /> I 4. COMPREHENSIVE PLAN: The 1972 Community Plan provides for business and <br /> light commercial and encourages a higher and more inxensive utilization of land <br /> ! west of 8roadway toward the Central 6usiness District. <br /> Conclusion: The granting of this variance will not adversely affect the <br /> Comprehensive Plan. <br /> � RECOMMENDATION: APPROVE <br /> i <br /> Approve a Variance to provide a gross floor area of 3.9 instead of .75; side yard I <br /> setbacks of 23 feet n�rth side, 24 feet south side instead of 40 feet; to build to the <br /> ' front property .�ne instead of a 10 foot front yard requirement; height limitation of 85 <br /> ' feet instead of 65 feet; and 19 parking spaces on the property commonly known as 3016 <br /> �I Broadway and whatever additional parking can be provided on adjacent properties, <br /> ', instead of 30 as rcquired by Code. , <br /> I. The use of the property will be limited to low income C-Iderly Housing and I <br /> complementary secondary uses. <br /> � 2. The proposal will commit to the design and site plan submitted. <br /> II� 3. A landscaping plan showing landscaping for the entire site with particular <br /> � attention given to the parking areas, street scape, and the northern property line. <br /> These plans shall be submitted to the Planning Department for approval before <br /> ; buildi�g permits are issued. <br /> 4. A passenger load/unload zone on Broadway shalt be approved by City Traffic ' <br /> Engineers. <br /> 5. The Sponsor shall make an effort to provide a reasonable amount of commercial <br /> space on thc first floor fronting on Broadway. <br /> I 6.
