The <br /> following factors were considered prior to making a decision on this proposal: I <br /> l. The proposed site is zoned C-1, General Commercial Zone, which would allow ! <br /> this use. <br /> 2. The site is currently vacant and cleared, with grass on a portion of the parcel. <br /> 3. The project will be constructed in two phases. Phase I includes clearing, <br /> grading and surfacing with crushed rock: This area w�ll serve as a construction <br /> staging area for the Senior Housing Project. Phase li includes the paving, <br /> striping, and landscaping completion of the parking lot. Construction must <br /> comply with requirements of the Public Works Department. <br /> 4. Access is proposed via Lombard and the internal circulation pattern will be tied <br /> into the parking area for the existing Senior Center. <br /> 5. Landscaping of the frontage along Lombard and internal landscaping of the ' <br /> parking lot must be provided in compliance with zoning code requirements. <br /> 6.
