13 . All firms providinq tank closing services must be licensed <br /> by the Department of Ecology. The supervisor on site during <br /> closure must be licensed by passing a state exam. Within 30 <br /> days after closing, a permanent closure checklist form must <br /> be provided to the Department of Ecology by the company that <br /> closed the tanks. <br /> 14. A site assessment to determine whether contamination has <br /> occurred must be completed. The Department of Ecology's <br /> minimum requirements for sampling for contamination in the <br /> excavation area are outlined in a published guidance <br /> document. This document, the necessary forms, and the <br /> regulations are available from the Department of Ecology by <br /> call:ng 1-800-826-7716. <br /> 15. Stage II vapor recovery will be required in Western <br /> Washington counties in the near future. The applicant may <br /> wish to consider installinq Stagc� II equipment during <br /> initial construction of new tank syecems. <br /> 16. The contractor must provide the Fire Marshal with <br /> specifications for tankc, pipinq, dispensers and lead <br /> detection equipment, or any other special equipment prior to <br /> in�:allation. ' <br /> 17. Tank removal should be performed durinq a period of expected <br /> dry weather to minimize potential erosion problems and <br /> contamination of runoff waters. <br /> 18. A 55-gallon drum full of absorbent material shall be kept in <br /> a location convenient to the fueling island and tanker <br /> transfer areas. The absorbent material shall be used in the <br /> clean-up of any spills of gasoline or oil. In addition, an <br /> empty 55-gallon drum shall also be kept on the site for <br /> disposal of used absorbent. instructions on respondinq to <br /> an accidental spill shall be made available to all employees <br /> and shall be posted in visible locations. (Design and <br />� Construction Standards and Specifications Manual) <br /> 19. Signs must be posted notinq the location(s) of the pump <br /> shut-of.f switch(es) . (Design and Construction Standards and <br /> Specifications Manual) <br /> 20. Fueling areas shall be covered to prevent the direct entry <br /> of precipitation and shall be graded or bermed to prevent <br /> the run-on of stormwater from adjacent areas .
