T, public hearinq <br /> was held befare the Hearing Examiner on Narch 3 , 1988. On March <br /> 21, 1988, the Hearing Examiner issued a decision to deny the <br /> permit because the use did not meet the public need criteria. The <br /> Applicant requested reconsideration of the Nearing Examiner's <br /> decision, which was denied on April 15 , 1988 . The Applicant then <br /> appealed the decision. On June 8, 1988 a public hearinq was held <br /> before City Council to hear the appeal. At that hearing, City <br /> Council made additional findings of fact and conclusions and voted <br /> 2 <br />
