2. A �pecial Property Use Permit is required because the site is within 200 <br />feet of a gateway corridor of the City of Everett, Broadway Avenue. The <br />Special Property Use Permit is required pursuant to EMC 19.41.150.6. <br />3. The general evaluation criteria for Special Property Use Permits are <br />identified in EMC 19.41.150.0 and a summary is stated in finding #5. <br />4. The proposed monopole satisfies the criteria as set forth in EMC <br />19.41.150.C. The manner in which these criteria are satisfied has been <br />stated in findings 6-19. <br />5. In addition to the general evaluation criteria for Special Property Use <br />Permits, the application must also satisfy the special evaluation criteria of <br />EMC 19.41.150.D.2.c. A summary of these criteria is set forth in finding <br />20. <br />6. The manner in �which the special evaluation criteria has been satisfied is <br />included in fi�dings 6-19 and 21-23. <br />DECISION <br />Based upon the preceding Findings of Facts and Conclusions, testimony and <br />evidence submitted at the pubiic hearing, and upon the impression of the <br />Hearing Examiner at a site view, it is hereby ordered that the requested Special <br />Property Use Permit for the construction of a 59 foot high steel monopole that <br />wiil support wireless communications antennas at 8215 Broadway Avenue, <br />Everett, Washington, is granted subject to the following conditions: <br />Landscaping must be provided pursuant to the landscaping required in <br />Section 35 of the Zoning Code. The landscaping shail include, but not <br />be limited to, the following: <br />a. A landscape strip of a minimum of 5 feet wide shall be planted <br />around the perimeter cf this facility. Landscaping within this area shali <br />be provided to Type III standard. Existing landscaping may be used to <br />meet these requirements. <br />b. Prior to issuance of any permits, landscaping plans must be <br />reviewed and approved by the Planning Department per Section 35.100 <br />of the Zoning Code. The landscaping plan must show location and <br />dimensions �f required vegetated swales, wetponds, detention ponds, <br />rockeries and retaining walls, and grading at 2-foot intervals. Irrigation <br />systems must be provided in all landscaped areas per Section 35.130 of <br />
