(6) The number, size, and location of signs, especially as they relate to more <br />sensitive land uses. <br />(7) The landscaping, buffering, and screening of buildings, parking, loading <br />and storage areas, especially as they relate to more sensitive land uses. <br />(8) The generation of nuisance irrilants such as noise, smoke, dust, odor, <br />glare, visual biight, or other undesirable impacts. <br />(9) Consistency with the goals and policies of the Everett General Plan for the <br />area and land use designation which the property is located. <br />(10) Compliance wiih the provisions of lhis ordinance and other Cily, State, <br />and Federal regulations. <br />(11) Accessibility to public transit and traffic reduction measures proposed by <br />the Applicant to reduce dependence of the proposed use on the <br />automobile. <br />CONCLUSIONS BASED ON FINDINGS <br />The Applicanl requested approval o( an SPU for improvemenis to an existing <br />structure at 8223 Broadway Av,nue, Everett, Washington. The improvements <br />would be for consiruciion of four temporary residential spaces that would house <br />up to eight residenls. Upon completion, ihe facility would also provide services <br />for adults with mental illnesses and would inciude case management, medication <br />services, life skill training, pre-vocational training, and employment and housing <br />assistance. The only use requiring an SPU is the housing element of the instant <br />project. (�nding 1) <br />The Applicant has demonstraled a need for the facility and the improvemenls. <br />The facility will provide a needed use for lhe City of Everett. (rndings 4& 5) <br />3. Adequate streets, uiilities, and public services exist for the SPU. (finding 6) The <br />Applicant will participate in improvements generated by ihe proposed use. <br />(finding 7) <br />4. 7he impact of lhe traific generated by ihe proposed use on surrounding areas will <br />be minimal. The pedestrian circulation and the public safely will be imoacted <br />slightly, and the Applicant will mitigate lhis impact with the paymeni of funds for <br />pedestrian improvements.
