FIN�L DECLl1RATION OF NON-SIGNIrICANCE , <br />DESCRIPTION OF PROPOSnL - The proposed :ction is the iesuance of grnding and buildinq permits <br />to allow the construction of approximately 42 Mi�ltiple Family Units in four bulldLngs. Tho <br />following factors were considered and thc listed requirementc were pluced in responae to <br />commenta submitted during the Envizonmental Checklict Review of thia proposal. <br />1. The situ is zoned R-3, Multiple-Family Low-Density Rceidence zonc, which <br />would allow this usc. The major portion of the sitp hae been cicared und <br />praviously filled. The west property line ia wooded, und a ponded swampy <br />area and stream are included on the site. <br />2. A hydruulics project approvul hae been obtained for work in the cwamp end <br />etream and the provisiuns oE this p^.cmit must be fully complied with. <br />Drainage must be designed in conformance with the City's Drainage Ordinances <br />Adequate detention with pravision for oil and sediment removal ie requirod <br />!n conformance with Public Works Department comments. An Erosion Contr�l <br />Plan must be approved by Public Worka and bare soil areas must be reseeded within <br />30 days. <br />3. Access is proposed via Bruskrud Road, which lacks pedestrian facilitiea and <br />does not currently have standard street SmpzovAments. Traffic generated by <br />42-Multiple Femily Residencea will be�added to this street. Access, <br />circulation and parking plans are to be submitted to the Public Works Department <br />for review and approval. Plans shall include all a2iutting public right- <br />of-way. <br />4. Standerd street improvements, including concrete curbs, gutter, five foot <br />aidewalk and street section, are required along the frontage of the develop- <br />ment on Hruskrud Road end on the existing road from 100th Street to the <br />development entering Everett Country Club Apartments. <br />5. Applicant shall deed to the City of Everett riynt-of-Nay along Bruskrud Road <br />to the eaet to elign with Bruskrud Road to the west. <br />6. A continuous pedestrian walkway must be provided alonq Bruskrud Road f:om <br />this project to 7th Avenue. <br />7. The applicant shall convey a power of attorney for the creation of a Local <br />Improvement Diatrict (L.I.D.) for purposes of constructing public improvementa <br />to Bruskrud Road, 7th Avenue S. E., end a North-South accese street beCween <br />this project and South Droadway. <br />8. Fire hydrants are required within 200 feet of all buildings. A mnin auf- <br />ficient to provide adequate fire protection must be extended to the nite <br />from 100th and must be in an easement grnnted to the City or on a public <br />right-of-way. <br />9. Participation in the Soutli End aewer interceptor is required. Sewage plans <br />must be approved by Public Works. • <br />10.
