�- � • <br />N79-7o <br />FINAL DECLARATION OF NON-SIGNIFICANCE <br />The pcoposed action ie tl�o issuancc of grading and buildinq permits to nllow the <br />construction of 156 multiple-fumily units in five structures. The following factors <br />were considered end the listed requirements were pleced in response to conments aub- <br />mitted by various CiCy departments during their review of an 8nvironmental Checklist <br />for thla proposal: � � <br />1. The site is zoned R-3 which would allow this use. The site aUuts I-S on the east, <br />existing counlry club apartments on the north, and a PUD right-of-way on tha west. <br />The site is curzer.tly wooded. <br />2. Covenant Powera oL Attorney for street improvemente to Bruskrud Road, 7th Ave., and <br />a future North-South link to South Droadway by L.I.D. are zequired. Additional <br />right-of-way shnll be deeded to the City of Everett ea required by Public Works <br />department to provide for an adequate public trnnsportation system. A pedestrian <br />path to 7L-h Ave. is required ' <br />3. n minimum of 234 off-atrect packing spaces shall be provided on the site. <br />4. A detailed drawing ahall be submitted to the Public Works Department showing <br />�arking layout, landscaping, driveways, utilities, storm drainage, (i.ncluding <br />flow lines a��d grade elevatione), and all required improvements to the public <br />right-of-way. Public Wozks Department approval of these drawings is required <br />before any permita are issued. All improvements shall be completed beLore <br />the Occupancy Permit ie issued. <br />As-builts, easement, end a one year Warrantee Hond in the amount of 109 of <br />the cost of construction of the public water system are required within 10 <br />working days of obtaining public water connection. <br />5. City streete are to be kept clear of dirt and debris during construction, and <br />all truck traffic to and from the eite wiChin the City of Everett shall be on <br />arterial streets unless otherwise approved by the P�blic Worka Departmr.nt. <br />6. Public Works Department approval of detailed drainage and erosion control <br />plans is req�ired prior to commencing aite preparation. Drainege calculations <br />are to be submitted with the aCtached cover sheet. On-site detention with <br />provision for oil and sediment removal is required. <br />7.
