Th� proposal includes two phases, and involves a major market, <br />a drugstore, miscellaneous retail shops, and a restaurant pad in Phase. 2(for a total <br />100,000 square feet). Phaee IZ includes an additional restaurant pad and a home center. Ttie <br />following fa•.cors were considered and the li.sted requirements were placed in response to <br />comments submitted during the Envirorunental Checklist review of this proposal: <br />1. The site is currently zoned 8-2, Community Shopping Zone, which would allow this use. <br />The site is vacant; portions of the site are ccvered with small alder saplings and willow� <br />and foundations from previous stryctures exist on the center of the site. <br />2. Approximately 3.2 acres in the northeast. corner of the site will not be devetoped at thie <br />time. No plans are currently identified for this area. When specifir. developaient is <br />pioposed for this area all site plan and environmental review procedures must be complied <br />with. . <br />3. Grading of che entire site will occur to bring the site to one level, and finished grades <br />will be adjusted to keep the movement of soil on site, limiting the need for off-site soil <br />movements. Both temporary and permanent erosion control measures will be taken; and bare soil <br />azeas not developed within 30-days will be resended. Any off-site movement of soil must com- <br />• ply with Public f9orks Department requirements, and no conGtruction activity shall interfere <br />with vehic�lar br gedestrian traffic in the a�ea of Whittier or Hawthorne Schools. <br />4. Construction will occur during the hours of. 7 a.m. to 7 p.m., and city streets mnst be <br />;cept free of dirt and debris during construction. <br />5. Drainage must be designed in conformance with the City's drainage ordinance, with oil-water <br />separators designed to meet DOE water quality standards; detention requirements shall not <br />be met throuyh the use of storage in the parkinq area�. <br />6. Air quality will decrease in proportion to vehicle trip increases. ilowever, no air quality <br />standards will be exceeded. <br />7. Increased noise would be generated by truck traffic and compressors, particularly in the <br />loading dock area of the project. Ope=ation o£ the Shopping center must be in compliance <br />with Wasiiinqton State noise regulations. <br />8. E�cterior lighting shall be designed per I.E.S. Standards with the limiinance distance to <br />zainimizc lig!:t ead glezc to cxteat £casible on contiguous properties. <br />9. A detailed landscaping plan must be reviewed and approved by the Planning Department prior <br />to the issuance of building permits. <br />10. Specifics on the signinq requirements proposed for the shopping center shall be submitted to <br />and appraved by the Planning Department prior to occupancy. <br />11. Access is proposed via State Highway No. 1(North Hroadway). The proposal would generate ��n <br />estimated 9,000 vehicle trips per day at the completion of Phase II. The City's street•� <br />improvement Ordinance �555-78 must becomplied with, and a pedestrian path will be provid�d <br />along llth Street south of th� site. Mitigating mca�ures suggested by the Traffic Consult- <br />-'ant are included within the project to minimzie traffic impacts. A signal costs a,ree^:cnt, <br />lOth Street chanell:.zation plans, access, traffic circulation, and parkin9 plans must br:� <br />submitted :o the Public Works oepaztment for review and apProval prior to the issuance of <br />building pexnits and right of way use permits. , <br />/oo�, �Y �'9 �/' <br />
