FIN DECLARATION OF NON-SICNIF7CAt1� M60-33 <br />Description oE Proposal <br />Tha pzoposed action is the issuance of qradinq and building pecmits to allow [he con- <br />struction of an approximately 70,000 sq. ft. commercial buildinq on approximately <br />3.2 acres. The following Eactors were considered and the listed requizements were <br />pleced in reaponse to comments submitted during ouc review of an Environmental Check- <br />liet for ehia proposal: <br />1. The site ie zoned H-2, Community.5hoppinq Zone, which would allow this use. The <br />sita Se currently vacant and has been substan+.ially filled and qraded. There is <br />open storaqe of construction materials and e..ipment on the site. The eite is <br />bounded by the newly constructed Phase I to the aouth, Broadway and n service <br />station to the west, several large greenhouses and residential uses to the north, <br />a nd an R-4 Tesidential area and day care center to the east. The grade of the <br />day care center is sevetal feet below the grr.de of the proposed aite. <br />2. Thin Phase II site is [he "3.2 acres lying in the northeast corner (of the College <br />Plaza site) held in reserve" as indicated in the previous checklist for Phase I <br />ot the project. A Final Declaration of Non-Siqnificance vas issued March 15, 19i9 <br />toz Phase I. <br />3. Access is proposed via Highwey 99 North and a driveway Which also serves tne Phase I <br />development portion of the sitQ. No venicle access will be allowed via Painier <br />or Poplar streets. A pedestrian path ahall be provided alonq llth St. r.outh of [he <br />aite. Wheelchair ramps are required on both sides of all lntersections including <br />the main driveway. In conj��nction with Phase I, an approved transit shelter shall <br />be provided at an approved location. Mitigatinq measures suqqested by the Traffic <br />Conaultant are included in the project to minimize traffic impacts. Plans for the <br />abova items and access, traffic circulation and parkinq plans shall be submitted <br />for review and approval by the Public Works Department prior to the issuance of <br />building permits. <br />4. College Flaza Shopping Center occupants shall participate on.a continuing basis in <br />an approved preferential parking and commuter pool program. <br />5. The "qrand opening" shall require uniformed manual traffic control at lOth St. and <br />at the northern.drivevay in a manner approved by the Public Works Department or the <br />. Police Department. Such controls to take place at all hours deemed necessary by <br />Public Worka. <br />6. A detailed drawing shall be submitted to the Public Worke Department showing parkinq <br />layout, landscaping, drivevays, utilities, storm drainaqe, and all required improve- <br />ments to the puhlic right-of-way. Public ti'orks Department approval of these drawings <br />is required before any permits are issued. All improvements shall be completed <br />before the Occupancy Permit is issued. <br />7. Water and eewer mains insGalled durinq Phase I shall be extended to serve thie site. <br />As-builts and easements for the public water system are requlred within 10 workin� <br />days of obtaining public water connection. A fire hydrant is required within 260 <br />feet, but noT closer than 50 feet oE all buildings. <br />8. Participation in the program to fund the north end sanitary sewer interceptor is <br />req+�ired. <br />9. Drainage shall be dasL9ned in confcrmance with the City's drainage ordinance. Gas <br />tiape shall be installed where storm drains connect to combined sewer system. On- <br />aite de[ention is not required. Public Works D�partmen[ approval of a temporary <br />eiosion control plan is tequired prior to issuance of permits. Bare soils not developecl <br />vithin JO days shall be reseeded. <br />
