Rep: Andy Paroline, Paroline & Associates <br />2401 Utah Ave. S. 3617 SW Charlestown St. <br />MS Stop: S-5DIO Seattle, WA 98126 <br />Seattle, WA 98134 <br />Project Description: The proposal is construction of a 1,920 square foot Starbucks restaurant <br />with drive -through window and 19 parking stalls. The request is for an administrative <br />modification of the following zoning code requirements: <br />1) EMC Chapter 19.31A.040.0 —Location of Parking. <br />2) EMC Chapter 19.35.080 — Outdoor display and Off -Street Parking Area <br />Landscape Requirements. <br />Projcct Location: 1010 N. Broadway <br />Requested Modification of Broadway Mixed Use Zone Design Standards: <br />The application includes a request for a modification of the BMU standards as provided in EIvIC <br />Chapter 19.31 A 040 and 15.16.080.A.7. The Planning Director may allow an applicant to <br />deviate From certain development standards provided that the proposed modification of design <br />standards meets the intent of the BMU standards and provides a superior design treatment than <br />could be achieved if those standards were strictly applied. <br />The following modifications are proposed: <br />19.3IA.040.C— Locallon of ParAhrg. Under this standard, off-street parking areas must be <br />located either behind or beside buildings. It states. "Parking lots shall not be permitted between <br />the building and aburting streets. Parking lots shall be landscaped as required by Chapter 35. " <br />Finding: The proposed site layout would meet this standard along the Broadway frontage, but <br />would not meet it along the 10' St frontage. The subject property is a corner lot, fronting on <br />both N. Broadway and 1 Oei Street.
