WHEREAS, on December 28, 1983, Ciry Council denied the applicante <br />appeal of Condition No. 2, rcacinded Condition No. 4 and m�dified Condition <br />No. 21, <br />NOW TNEREFORE, said Special Property Uae Permit is granted aith the <br />following 21 conditions: <br />A twelvc foot wide, six foot high landscaped barrier be provided <br />along the northern property line. A detailed landacaping plan ahall <br />be revieved and approved by the City prior to isauance of any permits <br />for development of the site. <br />A aix foot high chain link fence shall be provided. The fence shall <br />be located on the nor[}�er;1 portiun of the aubject property directly <br />south and adjacent to th: landscaped barrier mentioned in Condition <br />#1. There shnll be a gate at snme point on the fence to provid! <br />access so that Che State may maintain the landscaped harrier. <br />The State ahall be responsible for laadecaping and maintaining the <br />six foot high, twelve foot vide barrier mentioned in Condition ikl. <br />All development will be as depicted on Exhibit 4 or as modi£ied by <br />theae conditions. <br />Detailed drawings, in accordance with City Design 6 Construction <br />Standarde, shall be submitted [o the Public 4iorks Department ahowing <br />aite parki»g layout, landscaping, utilities, etorm drainage, <br />temporary conetruction eroeion control and all required improvements <br />in the public right-of-vay. Public Works Department approval of <br />these draWinga ia required prior to any permits being iseued. All <br />improvements shall be completed, approved and warranted before the <br />Occupancy Permit ia isa�ed. <br />On-eite detenti�n or in lieu of provzding on-site detention payment <br />to City Drainage Fund 340 i.s requiied. <br />Full standard street improvementa are required to Tower Street and <br />Waverly Avenue, and sidewalk aidening and replacement are required Co <br />Broadway. <br />Dedication of five feet of right-of-way on Tower Street ie required. <br />If the Department of Public worka of the City of E��erett determines <br />that less right-of-way is needed, the Applicant will be required to <br />dedicate tha[ amount. <br />I <br />3 <br />i 4 <br />9, No access onto Waverly Avenue will be allowed. <br />10.
