Single Family Residential Detached Medium <br /> Density. The site is relatrvely level with Cady Road with the remainder of the site <br /> consisting of steep slope areas. No additional environmental features are connected with <br /> this site. <br /> ThA applicant has retained the services of BEK Engineering 8 Environmental Inc., to <br /> provide specific recommendations for constructfon and earthwork to be done on the site. <br /> The findings and wnclusions of this report are based upon the report prepared by BEK <br /> dated September 12, 2001. <br /> Under the City of Everett's Zoning Code a setback of 25 feet is typically required from the <br /> ridge or"top of bank" for projects proposed in steep slope areas. The applicant has <br /> constnacted a retaining wall within this 25' buffer, up to the ridge Iine. The typical buHer <br /> area has heen backfilled to create a level building site. The existing residence, which was <br /> constructed in 1953, was built within the standard 25' buffer, however it predates the <br /> environmentally sensitive area ordinance adopted by the City of Everett. No additional <br /> structures are proposed within the 25' buHer at this time. <br /> FINDINGS AND CONCLUSIONS: Section 37.040.D of the Everett Zoning Code <br /> designates slopes of 40% or greater as an environmentally sensitive feature. Section <br /> 37.08Q.B requires a 25' buHer irom the top of the slope. Section 37.080 allows the <br /> Planning Director to aulhorize the alteration of a slape or its buffer ii he approves a <br /> geotechnical report which demonstrates that: <br /> 1. The proposed development will not create a hazard to the subject property, <br /> surrounding properties or rights-of-way, erosion or sedimentation to off•site <br /> properties or bodfes of water; and <br /> 2. The proposal addresses the existing geolagical constrafnts of the site, including <br /> an assessment of soils and hydrology; and <br />
