The retaining wall and backftll w(II reduce erosion <br /> potential by providing a relatively flat lawn area over which velocit(es of incident <br /> stormwater flows will be reduced, wfth corresponding reductions fn erosion and <br /> sediment transport. The risk of landslides in the soils at the top of the slope should <br /> be reduced with the addiHon of a tfed-back retaining structure, and construclion of <br /> the wall should not adversely afiect the existing levels of stability of the soils <br /> makfng up the slope (BEK Engineering 9/12/01). <br /> In order to provide additional stability within the buffer area, a minimum of 10 trees, <br /> planted 10'on center, must be provided along the top of bank on the rear of the <br /> property. <br /> 4. The proposa/uses conshucHon techniques whlch minlmlz�e d/sruptlon o/ <br /> exlsting topography and naturol vegetafion. Construction of the retafning wall <br /> and backflll placement resulted in retaining grades an average of 3 feet along the <br /> eastern portion of the wall footprint, a minor change in natural topography which <br /> was pe�formed without sacrifice of natural vegetation In the adjacenl swale (BEK <br /> Engineering 9/12/01). <br /> Based on photos provided by the applicant lhe area which was backfllled was not <br /> heavily planted, other than the presence of grass and some shrubs. The lot does <br /> slope gently to the east, and the fill which was placed on site provides a level area <br /> to the east of the existing house. <br /> 5. The proposal!s consistent wlfh the purposes and provlslons of thls � <br /> Ordlnance. The geotechnical report provides recommendations for development <br /> ot the site and the long-term stability of the steep slope areas. Thr. remaining <br /> steep slope areas must be identified as an Environmen;ally Sensitive Area and a <br /> covenant, which identifies this area and restricts future alteration or modificalion <br /> must be recorded for the property. Replant(ng along the top of bank will be <br /> provided. <br /> 6. The p►oposal mltigates all lmpacts identi/!ed(n fhe yeoteehnlcal report. A <br /> geotechnical evaluation was not performed prlor to construction. No subsurface <br /> evaluation was made, because the retaining wall had already been cunstructed, <br /> and the area backfilled. <br /> 7. All uNllfies and access roads or drlveways to and withfn the slte 6e locatad <br /> so as to requlre the minlmum amount o/modl/ication to slopes, vapetaHon <br /> or geologlcally hazardous areas. All utilities and driveways were present on site <br /> prior to r,onstruction of the retaining walls. <br />� <br />
