Casino Road <br /> Dear Mr. Paschall: <br /> Paragon Construction made an application with the City of Everett for <br /> constructing the sub3ect residence on October 13, 1987. During our initial <br /> inspection it was discovered that there was periodic ponding of rainwater on <br /> this site, especially in the winter months. We required Paragon Construction <br /> to enlist the services of a licensed civil engineer to provide a solution to <br /> the potential drainage problems this development could create �or this site <br /> and the ad�oining properties. <br /> Paragon Construction hired Vern Bower, P.E. to do a hydraulic and hydrologic <br /> analysis. Mr. Bower developed a plan which was reviewed by yourself and the <br /> City and approved for construction. Paragon then proceeded to construct the <br /> house and drainage system but only partially completed them before going out <br /> oP business. There appears to have been no work done on site for several <br /> weeks. <br /> We have contacted Chicago Title Company and have determined that Paragon <br /> Construction still has controlling interest in the property and that the bank <br /> who has the loan on the property is Interwest Savings located at 19405 - 44th <br /> Avenue W. in Lynnwood, Washington.
