It appears that the excavation done may cause the neighbor's <br /> fcnce and the underground earth bank to fail sometime in the future due to the excavation. � <br /> The 5tate Building Code (3312.1) requires cuts to be sloped no steeper than one vertical to two , <br /> horizontal without being retained.
