Casino Road, #31A
Everett, Washington 98204
(206) 347-2z94
October 16, 1985
    od
City of Everett Building Department OCT 18 1g85
3200 Cedar Street
Everett, WA 58201 ....._.. .........................................................
CITY OF EVERE'1 i
Dear Sirs: Pt:ic Wcrks Det. '
This is a letter of complaint regarding the activities undertaken
by the construction crew on the construction site at the Casino Road/
Evergreen Way intersection (east of Flakey Jakes) .
This area ie the site of a pedestrian walkway which connects the
Casino Road intersection area with the K-Mart ahopping plaza. The
pedestrian walkway is used exteneively by elderly people, students
parenta with young children and residents of apartment complexes lininR
Casino Road to access the K-Mart shopping center. Presumably, the
walkway wae constructed to allow pedestriane to move freely and avoid
the dangere presented by the heavy traffic in the Casino Road/Evergreen
Way area.
In the past, pedestrians exiting the walkway on the south end had
the opportunity to use a paved road in the area to reach Casino Road. i
The construction crew presently Norking in the area has erected a fence ;
closing off access to this road and forcing pedestrian traffic to follow j
a course along the perimeter o£ Evergreen 9ay until it meets the side-
_._ . . wJ.k ax Casno._Road.
This area, as it stands now, is entirely unsuitable for pedestrian
traffic ! The ground is covered with loose soil which, after a rainfall,
is impassable to pedestrians pushing strollers and elderl,y person
nulling shopping carts. In places, the ground is filled with potholes
and littered with broken lass, presenting an even greater hazard to
public safety
As I see it, two solutions exist--either the construction crew ,
can remove the fence and allow pedestrians access to the paved road or
the construction crew be reauired to erect a sidewalk on the outer
perimeter of Evergreen Way joinin the pedestrian walkway to the existin
sidewalk on Casino Road.
