plI /VY�' '�(7tp(( FINAL DECLARATION OF NON -SIG NIFICA NCE <br />ot <br />Description of Proposal / <br />The proposed action is the issuance of building permits to allow the construction of a 14,000 <br />sq.rarc loot classroom, remodel of the administration building and parking lot improvements. <br />The following factors were considered and the listed conditions placed in response to <br />comments received from City Departments during their review of an Environmental Checklist <br />for this proposal: <br />I. A detailed drawing shall be submitted to the Public Works Department showing <br />parking layout, landscaping, driveways, utilities, storm drainage, and all required <br />Improvements to the public right-of-way. Public Works Department approval of <br />these drawings is required before any permits are issued. All improvements shall <br />be completed before the Occupancy Permit is issued. <br />As-builts, easement, and a one year Warrantee Bond in the amount o1 10% of the <br />cost of construction of the public water system are required within 10 working <br />days of ootaining public water connection. <br />I Q 2. City streets are to be kept clear of dirt and debris during construction. <br />Nv 3. During construction, all truck traffic to and from the site within the City of <br />f/ 7 Everett shall be on arterial streets unless otherwise approved by the Public Works <br />Department. <br />4. Sewer connection fee will be determined by water use data to be generated prior <br />to building permit application. <br />5. On -site detention is not required. A temporary erosion and sedimentation control <br />plan must be approved by the Public Works Department before any clearing, <br />grading, or other site preparation can begin. Drainage calculations to be <br />submitted on City Drainage Plan submission form. Reseeding of exposed earth is <br />required within 30 days of completion of earth work. <br />6. A preconstruction conference on Civil Engineering portion of project is required <br />prior to approval,of Public Works Permit. The applicant shall arrange meeting <br />involving applicant, job superintendent, contractor, all subcontractors, Fire <br />Marshal, Planning Department Coordinator, Building Department Coordinator, <br />Public Works Coordinator, Public Works Inspector, and city Traffic Engineer. <br />7. Gate to remain at service road access to Evergreen Way. <br />0 "'/ Concrete driveway aprons to be provided at existing entrances. <br />7. Drainage facilities must be developed to transfer storm water to existing systerns <br />by approved means. <br />10. Parking areas fronting on street right-of-way shall provide a five foot wide <br />planting area along the entire street frontage except for driveways, per City <br />Code. <br />11. The City recommends that a minimum of five percent of the parking area be <br />planted and landscaped to break up visually the large expanses of barren asphalt <br />and to provide necessary traffic separation within the parking lot. <br />12. Site for proposed building, is in excess of 200 feet from an existing hydrant so <br />installation of a hydrant will be required not closer than SO feet to any structure. <br />
