Therefore, the drainage system <br /> in the adjacent complex must be analyzed for d�e 25 year storm. <br /> Given the capacity problems with the existing downstream drainage system, it may be <br /> preferable to use the City's detention standards for the Narbeck basin, instead of the <br /> DOE standards. The City's standards call for �he 25 year storm to be released at the 5 <br /> ycar existing rate. A HPA is not generally required for projects in the Narbeck basin, <br /> so changing the detention release should not affect the applicant's ability to get project <br /> a HPA from the Department of Fish and Wildlife. <br /> If the downstream drainage system is still under capaciry using the 5 year existing <br /> runoff rate as the detention release rate, l;ie problem will need to be addressed in a <br /> different manner. Options may includc bypassing that system by routing this site's <br /> stormwater directly to Casino Road (which may or may not be feasible), restticting <br /> flows from this project to a greater level, or making improvements to the downstream <br /> system. <br />
