;{
PUBL/C WORAfS

MEMORANDUM
TO: AI L.ocke/Gordon Witcher
FROM: lane Zimmerman
DATE ]une 15, 1995
SUBJECT: Drainage Calculation Review, The Woodlands Project on Casino
Road
Downstreapl Ap:ic;
City standards call for drainage systems to be dcsigned to convey the 25 year storm
tlow when flooding on privatc property is a high risk. Therefore, the drainage system
in the adjacent complex must be analyzed for de 25 year storm.
Given the capacity problems with the existing downstream drainage system, it may be
preferable to use the City's detention standards for the Narbeck basin, instead of the
DOE standards. The City's standards call for he 25 year storm to be released at the 5
ycar existing rate. A HPA is not generally required for projects in the Narbeck basin,
so changing the detention release should not affect the applicant's ability to get project
a HPA from the Department of Fish and Wildlife.
If the downstream drainage system is still under capaciry using the 5 year existing
runoff rate as the detention release rate, l;ie problem will need to be addressed in a
different manner. Options may includc bypassing that system by routing this site's
stormwater directly to Casino Road (which may or may not be feasible), restticting
flows from this project to a greater level, or making improvements to the downstream
system.
