<br /> formation ot a Local Imprcveme•it District.

<br /> between F�eve�eper and the City oi Everett, a muricipal corporation (hereinafter

<br /> rcferred to as "City"), Deve�eper has made, constituted and appointed and by these
<br /> presents does rnake, constitute and appoint the City as true and lawful attomey for
<br /> it and in its name, place and stead, and as an irrevocable proxy to cast a vote for
<br /> approval, by petition or otherwise, of any Lo�_al Improvement District hereafter
<br /> tormed by the City, its successor or other property owners in a benefit area
<br /> cncompassing Casino Road !ur ultimate strect and related improvements pursuant
<br /> to Ordinance No. SSGJ3, as it presently cxists or is hercaftcr amended or
<br /> s�pplanted.
<br /> This power of attomey shali be a conveyance of an irrevocable interest in
