Random checks may be made between the transects. <br /> ��1 Monitoring will be conducted in the spring of year 1 ' <br /> '�' after the green-up (i .e. , approximately May 15 after the " <br /> vegetation has started to grow but has not reached a height <br /> ��� where it would preclude an evaluation of secondary growth at �/,;;, �j� <br /> '�1 the base of the cattail and larger plant stock material) . The <br /> second monitoring will occur in the Pall after the growth has <br /> � � ended prior to the dormant season, approximately the first to <br /> � the f.ifteenth of November. A written report with the photo <br /> �' documentation will be provided by December 15th of each <br /> ' monitoring year. <br /> �' At• the end oE the third year, a progress report will be <br /> ' completed which will summarize the first three years. This <br /> report will be due no later that October 25th to allow fie;d <br /> '-1 meetings priur to winter weather and permanent inundation of <br /> ' the wetland area. <br /> At the end of the fifth �year the final report will he <br /> submitted by December 3 with the review and approval by the <br /> City of Everett and the Department of Ecology.
