[he Snohomish Counry F�cecutive or his/her designce, <br /> the Mayor of the City of Muldltoo or his/ha designa, representadves of the Evetett and <br /> Muldlteo School Districts on behalf of public educarion interests, a represa►tative of the <br /> Washington State Deputment of 'Cransponadon, and a representative of the Washington State <br /> Department of Communiry Develapmen�. The Responsible Official may choose to seek <br /> additional input from otha parties in addition to those tepresented on the Committee. <br /> The purpou of the Committee shall be ro periodically review the mitigadon program and to <br /> make recommendaaans to the Responsible Official on matters including: <br /> 1. Tiie dcvelopment of data and matenals appropriau: for submi�tal to the State or <br /> Washington and the State Legislaturc regarding �he State's roie in mitigauon assistance. <br /> This includes, but is not limited to: transportation studies and funding support, housing, <br /> pazks and open space, and public education, human services and other public services <br /> necessary for the accommodation of growth related ta the expansion of the Boeing <br /> facilida at Paine Field. <br /> 2. Review and coordinate the a►locadon of transportation midgation Ponding and W advise <br /> on maaen which may require subsequent funding decisiona by the Responsible O�cial. <br /> The City of Everett and the Responsibte Official shail retain the responsibility and authoriry to <br /> malce all such decisions purauant to the exercise of substantive a�thority under SEPA, manage <br /> all funds in accordance with the terms and wnditions set fotth under this Decision Document <br /> and any interlocal agreements execueed pursuant to this Decision Document, and shall maintain <br /> the responsibility with regard to enforcement of the terms and conditions set forth in this <br /> Dacision Documrnt and related permits. <br /> E. PROPOSED MODffICATIONS TO Tf� ERPANSION 11-IDP <br /> For the purpose of idendfying the appropriate review proce.0 for a propose� chanBe ro the <br /> MDP, the Dirxcor of Planning and Communiry Development will find a proposed change W be <br /> minor when such modification end its effecu are not inconsistent with the requiremenu imposed <br /> by this Document and other applicable federal. state and local requirements.
