DECISION iSSUED RESPONSIVE TO SEPA REQUIItF.l1�1VTS This Decision Document has been prepared and is issued by the City of Everctt`s rirector of Planning and Communiry Deveiopment who is identified under Everett Ordinance, 1348-87 as the Responsible OCficial designated to exercise the City's substanave SEPA au�horiry. Thia Document has been prepazed msponsive to the requimments of RCW 43.21C.060. WAC 197-I 1- 660, and E��erett Ordinance 1348-87. The advers� environmental impacts which this Document addresses were identified in the DEIS on the Bceing proposal issued on hpril 15. 1991, as updaecd, expanded and clarified in the FEIS issued on June 24, 1991. These impacu, in the judgment of the Raponsible Official,did not warrartt denial of the proposal un�er WAC 197-11- 660(2) but did provide the bazis for thc mitigating meazures set forth in Sections V i,�rough VII. SEPA and the City of Everett's exercise of its SEPA authority are supplemental to oth�r government regulations designed and enforced to control the enviconmrntal impacts of a development and its ongoing operations. The City'a SEPA Ordinancs 1348-87 states: "The policies, pracedures and goala set forth in thi: ordinance are supplementary co tho�e set forth in existing authoriradons of all branches of govemment of this State, including State agencies, municipal and pubflc corporations, and coundes." (Secdon VTIB.1) Implementation of the Bceing Master Development Plan (MDP), as identified in the EIS, is subject to a r.umbcc of these controls which are recognized and evatuated in the City's determination of reasonable and appropriate midgating measures. These eaisting rgulations and controls are idendfied in the following section (Section II - Permits and Reguladons which are Appticable to Mitigation) of this Document. Notwithstanding any language in this Dacumont, it shall be the responsibility of Boeing to comply with all other appticable regulations, ordinancxa and atatutes. This Document incorporates all of the condidons and midgating measuas that the City of Everett has determined it wili impose under its SEPA substandve authoriry on the Boeing expansion proposal as that proposal is specifically identlfied and dracribod in Sxtion 2 of the F�S. All permits and approvals nxessary for the implementation crf the Boeing proposal that are mquired by the City of Everett will be modified in relevant part in conformance with the conditions and midgating measures included in this Document. No such individual pennit or approval shail alter or modify these conditions and mitigating measures in any material respect except as provided in this Document. All minor modifications deemed necessazy at time of pertnit issuance s`all be approved by the Responsible OCficial. I
