downstream of Mul;ilteo 6oulevard indicates salmonids can survive the portions ot the
stream. Access can be provided to 6700 lineal teet of natural habitats and access can be
improved in the lower 1200 fcet of the strcam. There is little need for extensive habitat
manipulation in the drainage.
DETAILED WORK PLAN
 GeneralOverview
The intent of the proposed mitigation is to prode access by anadromous fishes to
7,900 lineal feet of spawning and rearing habitat in Powder Mill Gulch Creek. Also, it is
proposed that cutthroat trout be introduced to the Wetland Pond and with future
intrcductions to sustain the population sustained by stocking.
('tthrot Trout Introdrrinn o the Wetlnnd Pond
' Boeing will work with the Washington Department of Wildlife in identifying an
appropriate race of cutthroat trout to be planted in the Wetland Pond. The fish will be
1 planted as !ry annually or semi-annually az needed to maintain a population. Presently,
little is known about water quality conditions in the pond during the summer, and cutthroat
may prove ill suited to the ambient conditions. If this situation occurs, Boeing will work
' with WDW in identifying an appropriate non-salmonid species for introduction into the
Vetland Pond.
 Powder Mfll Gulch Creck
The mitigation is targeted on providin habitat for Coho salmon, and sea•run and
resident cutthroat trout as thcse species are best suited to the habitau available. Use by
steelhead trout is also a possbiliry, although the stream is on the smaller end or the range
of stream size used by this species.
1 'Ru proposed actions include modifying four existing culverts to improve access to
habitat. Also, numerous partial barriers to migration will be manipulated to improve
I passage in several portions of the creek. Finally, habitat enhancement will be conducted in
the stream including construction of an approximately ]/4 acre ovenvintering pond and
construction of 350-400 feet of spawning habitat in the upper reaches. After construction
coho salmon fry will be stocked in the stream for several years to cstablish the run. Table
3 lists ten proposed actions that are keyed to Figuro 8 for refere nce. The actions are
presented in detail in the following discussion.
 1) Provide Passage at Culvert under Railroad tracks
As previously noted, the culverts are a block to migrating salmonids. Passage will be
provided by bolting baftles inside one of the culverts, while leaving the other unrestricted
to pass tlood flows. Hand work at the upstream end of the culvert will be necessary to
improve pazsage condition immediately upstream of the culvert mouth.
I
- 24 -
I
