A <br /> mitigaeon condition inciuded in the Mitigated DNS issued by Snohomish County for <br /> Boeing's filling, grading, and paving for sitcraft parking and Cuiways (DNS Local <br /> File No G89-12), requires coordinadon with the Ciry of Everett and states that <br /> restoradon and enhancement will occur within the Ciry of Everctt. As your are aware, <br /> while the impacts occurred within the Japanese Crcek basin, all involved parties agreed <br /> that it was not feasible to restore Japanese Creek to viabte fisheries habitat. Boeing <br /> proposed to carry out the necessary studies and implement the mirigation requiremenu <br /> within Powder Mill Creek, and that miHgadon requirement is included in the County's <br /> DNS. <br /> Boeing completed the required studies. However, afrer review of these studies and <br /> additional field reviews, a ccnxnsus was reached that the restontion of fisheries in <br /> Powder Mill Creek was not feasible and that another mstoradon mitigadon altemative <br /> should be defined. <br /> Subsequendy, several meetings were held and it was agrad that an alcemadve <br /> mitigation site would be selxted somewhen in Snohomish County. At the most recent <br /> meeting, several alternative mitigation opdons were dixussed and a tentative decision <br /> was reached that mitigation would occur at reswration sites in Woods Creek noRh of <br /> Monrce and at McCollum Pazlc in south Snohomish Counry, Finally, the Depnctment <br /> of Wildlife has recendy written Boeing a letter (attached) indicating that the mitigation <br /> for the filling and culverting of Japanese Creek would be fulfilled by contribudng the <br /> money that would have bcen used to rostore Powder Mill Creek and contribute that to <br /> the Adopt-a-Stteam Foundation Environmental Center. <br /> The Ciry of Everett fals strongly that there should be a direct relationship (Nexus) <br /> betwan the impact generated by the development and the roquind mitigation meuure. <br /> When on site, in-Idnd mitigation is not feasible, the cloxst potential mitigadon method <br /> should be selected (therefore, when restocadon of Japanex Crak was not feasible, <br /> Location:2731 Wetmore Avenue <br /> CITY OF EVERETT•3002 Wetmore• Everett,WA 98201 •(206) 259-8731 •Fax(206)259-8742•Scan: 723-8731 � <br />
