Ladixr and Sieight: <br /> This letter is in response ro your request for further information regardinB the Ciry of <br /> Everott's position with tespect to mitigadon for the filling of Japanese Creek. A <br /> mitigadon condition included in tlte MitiBaud DNS iuued by Snohomish Counry for <br /> Boeing's filling, Sradu►B� and PavinB for aircraft parldng and taxiways (DNS Lacal <br /> File No G89-12), requires coordinadon with the Ciry of Everett �nd smtes that <br /> rescoradon and enhancement will axur within the City of Everett. As your are aware, <br /> while the impacts occurred within the Japanese Creek basin, all involved pacties agreed <br /> that it was not feasible to nstore Japanese Creek to viable fisheries habitat. BaeinB <br /> proposed ta carry out the necessazy scudies aztd impiement the midgation requuemenp <br /> wichin Powder Mill Cree14 and that mitigation requirement is include� in the County's <br /> DNS. <br /> goeing completed the required studies. However, after review of these studies and <br /> additional field reviews, a conxnsus was reached that the nstontion of fisheries in <br /> Powder Mill Creek was not feasible and that another nstoradon mitigation alternative <br /> should be defined. <br /> Subsequendy, several matings were held and it wu a8reed <br /> that an altemative <br /> mitigation site would be selecud somewhere in Snohomish County. At the most recent <br /> meeting, sevecal alcemafive midgadon options were dixussed and a tentative decision <br /> was reached that mitigadon would occur at restosation sius in Woods Creek north of <br /> Monrce and at McCollum Park in south Saohomish Counry.
