The following comments are in response to <br /> the questions you asked. <br /> The relationship between BoAing end tho menaqement tea�es is <br /> admittedly difficult to explain. In short, SEPA lew and City <br /> ordinance has placed the responsibility of producing the Draf! EIs <br /> and Finel EIS on the Planning departeent�s shoulders. Therefore, <br /> the City�s Maneqement team will be the decision maker and erbitar <br /> between any disaqreements that may erise. <br /> Chanqes to the methodology and other decisions Will rest eolely <br /> with the City�s Manegement team. The Plenninq and Cos�unity <br /> Development Departnent is the lead eqency for the EIS. <br /> Nevertheless, the viewe and opinions of the various cowsittees, <br /> and City agencies will be taken into conaideration. Since these <br /> conmittees and aqencies are conposed of experts from a veriety of <br /> fields this is only reasoneble. <br /> Population projections for water and sewer ere based upon tra <br /> different determinents. First, direct iwpact fro�e Boeinq e�ployees <br /> will be assessed. This involves estisating population end <br /> households, then distributing them esonq zip code and faz�s in the <br /> study area. Second, indirect populetion will be ascertained usinq <br /> best available data (the Demographics cossittee is still <br /> discussing this point) .
