PUBL/C WOR/IfS

MEMORANDUM
TO: Jim Miller
I , '
FROM: H3atherKibbey+

DATE: January 4, 2012
RE: Proposed Boeing Railway Spur Stonnwater Drainage
CC: Paul McKee, Tony Lee, Jane Zimmerman
Jim Miller, Paul McKee, Tony Lee and Heather Kibbey met on January 4, 2012 to
discuss the Boeing Railway project. This project has been at the City awaiting
stormwater review since mid-October 2011. Review of the project was predicated on
receipt of storm drainage infrastructure information for the entire Boeing site, and that
has been delivered in both paper and electronic format. The above-mentioned staff
reviewed the site plans and the map of infrastructure. Boeing has broken down
drainage on the site into catchbasin "watersheds", which shows the extent of drainage
from the site flowing into each catchbasin or grouping of catchbasins. We determined
that moving the existing railway and adding 2 drains would not increase the stormwater
from the site, which is already impervious. The ultimate destination of the stormwater
remains directed to Boeing's stormwater detention ponds, which then flow into
Powdermill Creek.
The group also reviewed the October 14, 2011 Addendum No. 12 to the 1991 Boeing
Everett Mitigation Decision Document SEPAlt11-044 issued by Allan Giffin, reaffirming
thal stormwater on this site shall be managed in accordance with the 1991 EIS. The
memo also affirms that temporary erosion control measures for construction activity
must be operational prior to commencement of any clearing or earthwork.
With these findings in mind, it is my recommendation that you sign the appropriate
documents for approval of the stonnwater drainage portion of this project.
S n;nn:m:,iiin
